PSA AR-15 Freedom Upper and Complete MOE Lower

Why is it always cheaper to buy AR-15 uppers and lowers separately?  It’s not because of the labor saved by placing an upper onto a lower and pushing in two pins.  The answer, like most things, comes down to one word: government.  You see, an 11% excise tax is placed upon every completed rifle sold in the US and by not completing an AR, there is an automatic 11% savings that can be passed onto the consumer.
